DMTL ground issue

Just purchased a 2013 z4 28i and EVAP test never got completed and I had a p149d fault code. Changed the gas cap and bought a new EVAP vent solenoid next to the canister close to gas tank. After that I got a p1447 fault code indicating a high voltage draw at the solenoid.
so I checked the voltage going to valve with engine off ignition on at 9.98v and ground showing resistance of 50. With engine on the voltage at 13.8 but ground showing open.
I read the ground is commanded from ECU in some cases but how about here?

also, is the a ground cluster to the chassis which includes the DMTL ground brown wire I can clean?

I found a melted brake light socket in the right side and it looks like it shares the same ground connection as DMTL. G301 does anyone know where I can find this cluster?? Thanks
